What is the EFMP?

The Exceptional Family Member Program (EFMP) is a mandatory enrollment program that works in partnership with other military and civilian agencies to provide comprehensive and community support, housing, community support, and personnel services to Families with special needs. The EFMP is a Department of the Army program which functions under the provisions of Army Regulation AR 608-75. It is designed to assist Military personnel during assignments/reassignments sponsoring exceptional family members (EFM) with special physical, emotional, developmental, or intellectual disability that requires special treatment, therapy, education, training, or counseling.

The following Soldiers with EFMs must enroll in the program: Active Army, U.S. Army Reserve (USAR) Soldiers in the USAR-Active Guard Reserve program and Army National Guard (ARNG) personnel. In a dual military family, both Soldiers must be enrolled. Enrollment allows assignment managers at Department of the Army Human Resource Command (HRC) personnel agencies to consider the documented medical and special education needs of the EFM in the assignment process.

All Family members applying to accompanying a Soldier to an overseas assignment are required to be screened through the EFMP to ensure any special considerations are identified prior to relocation. When possible, Soldiers are assigned to an area where their EFM’s medical and special education needs can be met. This decision will depend on a valid personnel requirement for the Soldier’s grade, specialty, and eligibility for the tour. All Soldiers are still eligible for worldwide assignment.
